The move follows the NSW Local Government Minister Shelley Hancock deferring this year's planned council elections to September 4, 2021, due to the coronavirus outbreak.
Member for Albury Justin Clancy said he had given feedback to Mrs Hancock that there was interest from his constituents in having a postal system.

Albury Council last month rejected a motion 5-4 that the city advocate for a mail vote.
Former mayor Henk van de Ven argued it was "cheaper and more efficient", but councillor John Stuchbery said postal voting occurred too early and did not allow for all issues to be considered by electors.
Federation Council mayor Pat Bourke, backs the move on the basis of convenience.
"Postal voting makes voting easier for everyone to fit in with their work and family lives," he said.
