Emergency services were called to the intersection of Greta Road and Brian Higgins Drive at Laceby about 10am.
A blue FJ Holden was struck from behind by a Nissan Navara allegedly driven by a 45-year-old Markwood woman.
The impact killed Wodonga man Jamie Drummond, 64, and Peter Turner, 77, from central Victoria.
The incident was witnessed by Mr Drummond's son, Trevor.
Police on Monday said the Markwood woman - Jodie Contacolli - had been charged by officers from the Major Collision Investigation Unit after being taken into custody following the incident.
Ms Contacolli appeared before the Wangaratta Magistrates Court and was released on bail.
MORE CORONAVIRUS NEWS:
The case will return to the court on September 3 for a committal mention.
Police continue to investigate the matter.
Meanwhile tributes are still flowing for the late pair, who had been testing the Holden when it was struck while waiting to turn into the Wangaratta Airport.
Joseph Azzopardi, who had worked with Mr Turner, said both men would be missed.
"Jamie was a (quiet) spoken gentleman (who) could think out of the box and then reinvent the wheel," he wrote on Facebook.
"Two amazing men (who) I have had the privilege and (honour) to have known.
"Rest in peace my friends and not forgotten."
Mr Drummond was a father of three and had eight grandchildren.
Staff at the business he started in 1985 also paid their respects.
