Queen of Hearts, which offers tattoos and haircuts from a shop in Wangaratta's Murphy Street, has put an application into the council requesting permission to make the changes.
"The addition of an on-premises whisky bar and takeaway coffee servery are proposed to be an ancillary complement to the business' primary function as a tattoo parlour," the proposal stated.
"Minimal changes to operating hours are proposed and are in keeping with surrounding business operating hours."
The change in hours would allow the parlour and whisky bar to be open to customers on Thursday and Friday nights until 11pm.
IN OTHER NEWS:
There was no application to change weekend hours of 10am to 4pm on Saturdays and closed on Sundays.
"Written permission and support have been granted by both landlord and managing agent for the proposed alterations to the window pane to take place," the Queen of Hearts proposal stated.
"The liquor licence being applied for is a restrictive public liquor licence with no takeaway sales available."
A diagram of the shop's "red line", which outlines where alcohol can be consumed, shows the drinking area would be at the bar and seating area at the front of the shop, plus the barber area where people get haircuts.
There would be no consumption of alcohol allowed on the tattoo beds themselves.
Alterations to the building would include a window at the front of the shop for takeaway coffee sales.
Queen of Hearts stated that if it was to become a licensed premise, it "will be operated in a manner that provides safety for patrons and nearby owner-occupiers of land by following responsible service of alcohol guidelines".
There would be a limit of 20 patrons in the parlour and bar at any time.
The proposal identified licensed premises in Wangaratta including Zambrero, Bulls Head Hotel and Cafe Martini, Grand Central Hotel, Pinsent Hotel and Where is my coffee, but stated there would be minimal impact on those businesses because they would have a " different clientele".
The planning application will remain available to the public to view and make comment before Wangaratta Council makes a decision.
