But with the speed limit at 80km/h for trains since the derailment at Wallan in February, the numbers were indeed true.
"This is just absolutely mind-blowing. It is a disgrace and it needs to be fixed," Ms Ryan told Parliament yesterday.
"I would like to know whether the minister will convene, as a matter of urgency a working group including local government, MPs from across the political spectrum who are local to the North East, stakeholders and action groups to urgently examine the failures of V/Line and this government on the North East line."
