The NRL and AFL are now allowed up to 2000 fans to attend games in certain states.
Given Racing NSW CEO Peter V'landys is also chairman of the Australian Rugby League Commission, Keene is hopeful racing will soon follow the NRL's blueprint in working towards uncapped crowds.

"We're in a fortunate position there, I think we'll be one of the first codes to have crowds and we're looking forward to it," Keene said.
"Late Friday night the government gave the green light to Racing NSW and we'll continue to speak to those relative parties as this progresses.
"As we start to get crowds back it will be good for the club financially. The sooner we can get racing back to normal the better."
