Country Liberal turned Independent MP Ms Purick resigned as Speaker in parliament on Tuesday following the release of a damning report by the corruption watchdog on Monday.

NT Independent Commissioner Against Corruption Ken Fleming QC found she had engaged in corrupt conduct that breached public trust dating back to 2018, including lying under oath, aimed at harming her political enemies.

The Director of Public Prosecutions will consider if offences were committed.

The ICAC report states Ms Purick colluded with former staffer Martine Smith to derail attempts by fellow MPs Terry Mills and Robyn Lambley to form the new North Australia Party.

Ms Purick and Ms Smith discovered the North Australia Party was registered in Queensland by former Liberal National MP Bruce Young and they asked him to block its use in the NT.

Ms Mills and Ms Lambley subsequently complained to the ICAC, prompting the investigation in which Ms Purick denied any knowledge of the events to Mr Fleming, having also denied it publicly earlier, blaming it on Ms Smith.

The ICAC investigation had access to texts on Ms Purick's phone, which showed her directing her subordinate Ms Smith on the matter and telling another elected MP - who is only called AB in the report - to cover up their actions by deleting messages and "deny, deny, deny".

"This investigation indicates an unhealthy culture of personality existed within the Speaker's office," the ICAC report states.

"It observed occasions of unwavering loyalty towards members to the detriment of the staff member."

He noted the risk of people close to power and high-profile politicians compromising their values for approval and the use of private messaging services such as WhatsApp for sensitive government business involving public money, which was a security risk.

There was a lack of oversight of the current electoral allowance for members of $60,500 to $118,500 per electorate, which was at the MP's sole discretion, the report said.

Labor-turned-Independent MP for the remote Stuart electorate Scott McConnell said the Territory parliament had been brought into disrepute.

He is one of three Labor MPs to have fallen out with the party leadership since the election.

"We have a had a member of this parliament caught out by the ICAC but I can tell you that type of conduct is at every level of this building, particularly the fifth floor where the (Labor) government offices are," he told AAP.

"This place is run by self-interest and hubris, they are nasty people and they do business in a very nasty way, and they do it for the interests of themselves."

Jeff Collins, a former Labor MP now standing for the newly formed Territory Alliance Party with Mr Mills and Ms Lambley, agreed and said Ms Purick's undermining of parliament was the "tip of the iceberg" among the NT's MPs and their staff.

Ms Purick denied any wrongdoing, saying she "did not accept the findings of the report".

"I believe I have not been afforded natural justice or procedural fairness in relation to the investigation," she said in parliament.

Mr Fleming rejected that claim, saying Ms Purick's lawyers were provided with multiple opportunities to access evidence being used against her.
