Club presidents met with league officials on Wednesday night with a strong majority voting against playing in 2020 due to recent coronavirus outbreaks and the tightening of restrictions in Victoria.
The league wanted 500 spectators, plus participants, to be allowed at matches.
The Goulburn Valley is set to abandon its senior competition at 11am while the Murray league could take a similar approach.
The three major league competitions have been in regular discussions over the past month.
The Ovens and Murray had previously announced a return to play date after July 20.
It remains unclear if the league will attempt to get junior football off the ground.
