The Power notified the competition of their decision over the weekend which is one of several reasons why the league has delayed the release of its draw for another week.
Osborne's potential switch to the Riverina league is also causing fixturing complications with the Tigers keen to leave their under-14s in the Hume league.
League officials are also trying to mesh together junior football and netball draws.

In a statement, CDHBU said it was disappointed to bypass the season but believed its decision was in the best interests of members.
"We have put a lot of thought into this decision because we still had enthusiasm from junior girls and boys wanting to take the court/ground in some form," the club said.
"However we have to take into consideration that we have parents from both sports who are highly concerned about the current circumstances and are very hesitant to expose their families to COVID-19 risks."
The juniors will kick off on July 18.
