CWP Renewables initially conducted a scoping report in August, 2018, as one of the first developers to propose a project in Greater Hume, but the process went no further.
It was announced at the weekend that Trinasolar Energy Development had taken over the proposal for the 200 megawatt solar farm.
A spokeswoman said that in coming months, additional consultation would be undertaken and updated plans would be submitted to the NSW government.
"Glenellen Solar Farm will play an important role in increasing competition in the energy sector," she said.
"Neighbours to the project have been very accommodating in meeting with the project team and talking through options for our concept design.
"Trinasolar plans to continue these conversations with neighbours and the community prior to finalising concept plans in coming months."
The spokeswoman said during the construction phase of an approved project, up to 100 local jobs would be available.

The project would generate energy that could power 83,000 homes, and if combined with the other three solar farms, would result in one gigawatt of emission-free energy for NSW and Victorian customers.
The NSW Planning Department has requested more information from the developers of the nearby Jindera Solar Farm, while the Walla and Culcairn projects are still listed as "under assessment".
Those three projects will go to the Independent Planning Commission for assessment, after each receiving more than 25 objections from the public, and from Greater Hume Council.
