Officers executed search warrants on Vincent Road and Murdoch Road on Tuesday, following an incident on Saturday morning.
A man was reportedly kidnapped on Evans Street.
Detective Sergeant Chris Hill said three people of interest had been identified.
"Wangaratta crime investigation unit are investigating a possible kidnapping that occurred on Saturday at around 8.30am in the morning," he said.
"Detectives have identified three persons of interest in relation to that incident.
"We have executed a number of search warrants this morning in Vincent Road and Murdoch Road.
"Two males and one female are with police, assisting with enquiries.

Police seized multiple pieces of evidence during the raids.
They did not say what was seized, but a vehicle was towed away.
Detective Sergeant Hill said police were continuing to investigate the matter.
He is particularly keen to speak to anyone who may have information about what occurred on Saturday morning around Evans Street.
"It was a concerning incident," he said.
"We would put a request out for any witnesses to come forward to police."
No charges had been laid by Tuesday morning.
