Wodonga recruit Tom Johnson and Des Kennedy medallist Sam Livingstone reside in the coronavirus-stricken state and will sit out the start of the season.
Livingstone lives at Kiewa and traveled to play for Osborne last year.
Corowa-Rutherglen's Damian Cupido (MCUE), Wodonga Raiders' Connor Newnham (Ganmain) and Myrtleford's Hugh Wales (Coolamon) will also be ineligible to play.
Wodonga's McKye Turner, Albury's Luke Daly and Thurgoona's Jayden Kotzur (TRYC) and Raider Shane Munro (Temora) have also been caught up in the crackdown in the Farrer league after lodging permits
The addresses of several more Ovens and Murray players are set to come under the microscope as concerns from the Riverina footballing community mount.
"AFL NSW ACT have currently paused all transfers/permits from Victoria until further notice," AFL Southern NSW regional manager Marc Geppert said.
"AFL NSW ACT will monitor all players via the national database and as it currently stands the NSW/Victoria border is closed so residents based in Victoria by law are not allowed to participate.
"AFL Riverina specifically is looking at options in regards to by-laws if and when the border reopens to extend the restriction of Victorian players for the remainder of 2020.
"This is something the AFL Riverina board is looking at specifically for the Riverina and Farrer leagues.
"We will do anything that's needed to protect the health and well-being of our football and netball communities."
It is believed several Riverina league clubs are now speaking to NSW-based Ovens and Murray players to cover the losses.
Newnham said he was disappointed to miss the opportunity to play in the Riverina league after the Ovens and Murray season was abandoned last month.
"I was looking forward to playing with my cousin at Ganmain but there is a lot going on in Victoria so it's understandable," Newnham said.
