The union has been contacted by many health workers unsure of how they will undertake their daily work.
Secretary Diana Asmar said health services like Swan Hill Regional Health were organising accommodation for their staff in anticipation of the border closing.
"The Health Workers Union is calling on collective exemptions from the NSW government for any worker employed by a health provider - from pathology collectors, to aged care workers and to hospital workers," she said.
"It shouldn't be left to health workers to run around chasing exemption paperwork.
"These people are the front-line in the fight against COVID-19.
"The NSW-Victoria border closure is creating chaos for health workers.
"All health workers - from Albury Wodonga Health, right up to Mildura Hospital - need a formal collective exemption from current border closures.
"We've got a situation where we've got Victorians working at the Albury hospital campus, and Albury people working at the Wodonga hospital campus, that won't be able to get to work or return home."
Ms Asmar said the union had been informed by the facilities that police may wave health workers through if they show their hospital pass.

"That's not good enough - we need to formalise this," she said.
"All health workers on our borders need certainty and they need it today.
"Who knows how long it will take for the logistics of formal exemptions to come through.
"Ideally, governments should have all this ready to go before any announcements are made.
"It's all being done on the run."
