Traffic at times wound back into the heart of Wodonga near Woolworths, with many people stuck in traffic for close to two hours.
Eventually, officers stopped diverting every car via the Lincoln Causeway and allowed cars to travel on the Hume Highway to East Street.
"It took me about an hour and a half," he said.

"Because I live in NSW I'm going to start to look at knocking back work in Victoria or prioritise certain days to certain areas.
"I knew there would be delays with people talking about up two hours wait.
"I did allow a bit of extra time to make sure it wasn't a drama this morning.
"I've just got to let all my clients know what is happening."
