Albury's Riley Bice and Corowa-Rutherglen's Jarred Lane had signed permits to play for Narrandera after the Ovens and Murray season was abandoned last month.
Farrer league clubs The Rock-Yerong Creek, Coleambally and Barellan have already pulled the pin on their seasons.
"Health and safety, there's too much responsibility on clubs. Anyone can walk off the street and into the football and we don't know where they've been," Narrandera president Mark Savage said.
"They're unsure about crowd numbers and what restrictions we'll have ... it's just getting too hard."
Many Ovens and Murray players are sweating on the Riverina league's intentions after signing with clubs over the past month.
