Victoria has recorded 177 new cases of COVID-19, bringing the state's total to 3967, Premier Daniel Andrew said.
He said 25 of the new cases were linked to contained outbreaks, 151 were under investigation and one was from hotel quarantine.
He said more than a million tests had been performed across the state and 22,943 tests were conducted in the last 24 hours.
Mr Andrews said the frontline of the virus fight was every person and community, not just health workers.
He said the virus needs to be stopped before it reaches the hospitals and the 'last line' of defence.
"This has taken the life of otherwise healthy people of all age groups," he said
"This can have catastrophic outcomes for people who are otherwise healthy of any age group."
Victoria recorded 273 new coronavirus cases and another death on Sunday.
Last week, the state recorded a week of triple-digit increases in new cases, including a record 288 infections on Friday.
To date, 24 Victorians have died from the virus.

It comes as the Department of Home Affairs confirmed the staff member at the Mantra Hotel in Preston - that houses asylum seekers - tested positive for the virus on July 8.

They had not worked at any detention facility since July 4 and did not have any symptoms until several days after the shift, Home Affairs said in a statement on Monday.
Since no detainees or staff have been identified as a close contact of the person, the Department of Health and Human Services has classified the risk of further infection low.
No other staff or detainees have shown symptoms or tested positive to COVID-19 and the hotel has undergone a deep clean.
