Powell, who joined the Bombers on the eve of the season after a controversial exit from Albury, has stepped into the top job with close friend Damien Jones.
"It's something Elliott and I have wanted to do together since we first became mates," Jones said.
"We were rapt to get him as a player after he'd played such good football for Albury and our list is really excited that he's going to be sticking around and coaching.
"This will probably be our only opportunity because I dare say Elliott will end up back at Albury.

Powell joined Albury from Dederang-Mt Beauty in 2015 and made an immediate impact, starring in the Tigers' 2015, 2016 and 2018 premierships.
He played about 80 matches for the Bombers as a youngster as he quickly became the most exciting talent in the Tallangatta and District league.
Jones expects Powell to be a huge acquisition as a player and will help Dederang-Mt Beauty's recruiting with his high-profile.
"I think he's going to be really good for the club," Jones said.
"Everything just lined up really well.
"We're obviously looking to build our way up and Elliott will be a big part of that."
Powell finished runner-up to Jarrod Hodgkin in last year's Morris medal.
