Wodonga officers stopped the vehicle near the Caltex on Melbourne Road about 3.30pm on Thursday.
The occupants were acting suspiciously and a search found a sword beside a seat and a knife in a man's underwear.
IN OTHER NEWS:
A check showed one of the people had an intervention order out against another person in the car.
First Constable Adam Presutti said two people had received $1000 penalty notices for carrying a weapon.
He said one person would also be receiving a summons to attend court for allegedly breaching the intervention order.
