McDougall sits on 122.5 wins with the new racing season set to commence on Saturday.
Andrew Gibbons is the only hoop capable of overhauling McDougall and has 120 winners.
Gibbons didn't ride over the weeked but has four mounts at Cessnock today with three of the runners fancied in betting.
The leading hoop also has a full book of rides at Taree tomorrow with most of his rides well in the market.
McDougall looked destined to be a runaway winner of the title before copping a lengthy suspension last month.
He is ineligible to ride until the new season.
Despite missing the last month of the season, McDougall has enjoyed the most successful 12 months of his career after relocating to the border.
The talented hoop rode a career best 107 winners last season.
McDougall has easily eclipsed that performance to notch an astonishing 141 winners this season.

Albury trainers Donna Scott, Mitch Beer, Norm Loy, Ron Stubbs and Rob Wellington all have runners at the meeting.
Loy is set to unveil his recent stable addition Takisssacod.
Takissacod was previously trained at Wagga by Scott Spackman.
The three-year-old filly won three races in-a-row last preparation.
She also proved competitive in a Highway Handicap for country trained horses at Rosehill when running third in November.
