The accused man, Alexander Brown, is facing a string of charges over the incident including car theft, drug trafficking, dealing with property suspected of being the proceeds of crime, and failure to stop.
Police are investigating whether Brown, who has family in Wodonga, will also face fines for COVID-19 breaches.
He did not apply for bail and will return to court next Monday.
