Police Minister Lisa Neville condemned the behaviour on Saturday during a joint press conference with Premier Daniel Andrews.
Ms Neville said police caught the driver yesterday and they were issued with a fine.
"We are still seeing appalling behaviour that I know Victorians are fed up with, I am fed up with it," she said.
"There is absolutely no reason or need to drive from Melbourne to Wodonga to have a Big Mac.
"And that is one of the fines that was issued yesterday.
