Despite winning seven races since joining the stables of Andrew Dale, Parliament is yet to salute in Victoria.
The six-year-old gelding has had seven previous starts in Victoria for two minor placings.
Dale said the $22,000 Benchmark 65 Hcp, (2050m) looked a winnable race for his Kiwi import.
"It does like a nice race for him but I suppose the query is his record in Victoria," Dale said.
"Six of his wins have been in NSW, while arguably his best career win was at Canberra.
"He has had a couple of placings in Victoria but he just hasn't been able to break through.
"But with the restrictions in place it looks like we won't be racing in NSW for at least the short-term."

Parliament drops in grade after running unplaced in a Benchmark 70 at Cranbourne at his most recent start.
But he will be forced to carry the top-weight of 60.5kg after the 3kg claim of apprentice jockey Alexandra Bryan.
"He has won with similar weight previously and I opted to go with Alexandra and utilise her claim," he said.
"Obviously 63.5kg would have been a massive impost.
"Alexandra has recently joined the stables of Mick Kent and was previously with Vin Nolen.
"She should be able to roll forward from the gate and settle in a prominent position."
Parliament steps-up in distance to 2000m after predominantly racing over a mile for the majority of this preparation.
Dale said the extra distance wouldn't pose a problem with one win and one minor placing from three previous attempts over the distance.
"He has won a Federal in Canberra over 2000m which was probably the toughest field he has faced in terms of the quality of the opposition," he said.
"A lot will depend on the tempo of the race.
"The last few starts over the mile the opposition has been a touch too brilliant for him tackling the tougher grade at Caulfield and Cranbourne.
"Over the 2000m you'd expect a bit less tempo.
"I think the track is a soft 5 and the drier the better in regards to his chances."
Parliament is quoted as the $6.50 second favourite in pre-post markets.
The Ciaron Maher and David Eustace-trained Taco Tiger is the $2.80-favourite to make it three wins in-a-row.
