The show society committee has decided to wait until the end of August to make a final decision on this year's edition after meeting last week.
President Wal Blezard said those that provide entertainment were keen to see the show occur.
"The sideshows are plaguing me, saying 'don't call it off' and they come from both directions (Victoria and NSW) and let's be frank about it, they are all short of a quid at the present time," Mr Blezard said.
IN OTHER NEWS:
"Quite obviously we would hope we can get people from both sides of the border to come to the show to populate it, but to start with at the very basic level we need to make enough to cover our costs.
"Insurances are not by any means small when it comes to a show of Albury's size."
Mr Blezard said if Victorians could not attend the show then it would not proceed.
He conceded if it was held it would be a reduced version.
"It would be scaled down and there would be some sections we wouldn't be able to run," Mr Blezard said.
"I'm doubtful we would have the cattle section for example continue to run because some of them come from interstate and a lot are schools cattle and their programs have been disrupted."
Difficulties and restrictions related to COVID-19 are to blame for the shows being shelved.
