Victorian Premier Daniel Andrews said 15 people had died and 12 deaths were linked to the aged-care outbreak.
It comes after a number of days where Victoria recorded case numbers in the 400s.
12 new cases of COVID-19 have been recorded in NSW in the 24 hours to 8pm.
Mr Andrews announced public hospitals in regional Victoria would wind back non-urgent surgery. It comes as stage three restrictions come in place from midnight tonight.
The Victorian government have paused all category three surgeries and non-urgent category two surgeries.
IVF will be exempt.

Yesterday, 439 cases of COVID-19 were recorded in Victoria and the Andrews government introduced a new on-the-spot fine of nearly $5000 for people found to be breaching isolation.

He said residents ordered to isolate because they have tested positive to coronavirus, are a close contact of someone with COVID-19 or are awaiting test results, were no longer able to leave their property for exercise.
A new case of COVID-19 has been detected in a Moira Shire resident but the test was not performed by the leading local testing body, Yarrawonga Health, so the person could likely be isolating elsewhere or was tested by a GP.
Earlier today, the Queensland government announced they would close their border to NSW and ACT residents, on top of the previous ban of Victorians.
From 1am on Saturday, returning Queenslanders will have to pay for 14-day mandatory hotel quarantine while all visitors will be denied entry, with rare exemptions.
Premier Annastacia Palaszczuk says the hard border lockdown is due to people deliberately flouting the law.
