This time, it is school students who are unsure what the ever-changing rules mean for them.
Even in a year without the disruptions of 2020, school in general - and especially year 12 - is very stressful.
Students do not need the uncertainty of whether they will be allowed back into classroom, just because they live south of the border.
We can only hope both the NSW and Victorian governments are listening to the president of the Riverina branch of the Independent Education Union of Australia, Simon Goss, who said this "just causes stress to parents and causes stress to the teachers and students".
Given the chance yesterday to provide certainty, NSW Premier Gladys Berejiklian only added to the confusion.
She said "if the Victorian Premier makes a decision that affects the Victorian side of the border ... it may unintentionally impact us in NSW".

But Victorian Premier Daniel Andrews has repeatedly said issues relating to the border closure are for the NSW government.
We cannot keep listening to one side pass the buck to the other.
The premiers understandably have big problems to deal with in their respective states.
Another daily coronavirus case total over 700 in Victoria is extremely worrying and we are grateful for efforts to stop the virus reaching the North East.
Ms Berejiklian is clearly determined to stop similar numbers occurring in NSW.
Good intentions do not make it OK that every few days, another unintended consequence is lumped on our Border community trying to do the right thing - with no explanation or commitment to fix the problem.
Ms Berejiklian has acknowledged that border communities are furious with her, so she is hearing the criticism.
This time we need her to hear students and teachers who are desperate to know if they can cross the border and go back to class. They need an answer now.
