Beer has 22 gallopers spelling in Victoria that have been banned from returning to his Albury stables due to the border closure.
The young trainer said he made the tough call in the best interests of his owners.
"The owners didn't take them off me," Beer said.
"But the horses that have been pre-training in Victoria and are not far off resuming, I've had to place with other trainers.
"The owners have been great but as a trainer the owners and their horses are your number one priority.
"Unfortunately it's not good for my business but it's the right call."
Jack Maher Classic winner Branders Rule has been transferred to Moody.
Last-start Wagga winner River Of Gold also has a new trainer.
Beer said it was "extremely disappointing' Racing NSW had failed to come up with a possible resolution to his plight and that of other trainers affected by the border closure.

Meanwhile Beer is looking forward to getting down to business at Wagga tomorrow.
He has three runners in Logan River, Desert Storm and Packer's Bond resuming.
"Packer's Bond is a nice Dundeel gelding that trialled well at Narrandera the other day," he said.
"I'm looking forward to the Wagga trials where Hanger, Mnementh, Sunrise Ruby and Sky Call will go round."
