Cr Wilton would like to see free movement for all residents from the northern boundary of Greater Hume down to the smaller North East Victoria communities for social, economic, educational and medical purposes.

"Most people in Greater Hume gravitate to Albury and Wodonga for those previous reasons, while most north of Greater Hume go Wagga way," she said.
"It wouldn't affect a lot of people in this area, I'm not sure about North East Victoria, but I'm sure we could come to an agreement where there would be some opportunity to have a whole border region."
Cr Wilton suggested labels such as 'L' for local traffic, 'X' for Melbourne hotspot residents and 'S' for special exemptions to leave could be used on cars and trucks.
