With the league facing a constant battle to survive due to dwindling numbers, a presentation will be made to Upper Murray clubs on Monday night providing an alternative for the future.
Clubs will be asked to make a decision during September.
The league's working party has held several informal discussions with the TDFL in recent weeks to gather information.
"As has been reiterated throughout the feasibility study and working party phase, any decisions on a direction for football and netball must be owned and ultimately delivered by the Upper Murray communities," AFL North East Border regional general manager John O'Donohue said.

"A model has been finalised and will form part of a presentation to be made to the UMFNL clubs.
"This presentation will then be made available publicly and feedback sought to assist in informing the local decision-making.
"In response to requests and questions posed, a Facebook page has also been created to assist in communicating messages and to generate community discussion which is important in the current COVID-19 environment."
The model will include recommendations on the number of footballers and netballers required and where home matches could be played.
The Upper Murray dropped to five clubs this year after Border-Walwa went into recess while Bullioh unsuccessfully attempted to switch to the TDFL.
The competition dropped its reserve grade last year.
It has produced many leading Ovens and Murray and Tallangatta and District league players over the years and, if the Upper Murray's club amalgamation went ahead, it would ideally like to appoint one of them as coach.
If the Upper Murray joined the TDFL, it would have 13 clubs.
