Police had been trying to track down Orcher since the start of the month.
Charge sheets allege the 31-year-old drove along Spencer Street at the Docklands on August 5.
He allegedly reversed into the police car, causing $20,000 in damage, and drove dangerously through a pedestrian crossing.
He faces a string of charges over the matter - which allegedly occurred while he was on bail - including assaulting police, recklessly exposing police to a risk of safety and other offences.
It's alleged Orcher also drove on Huon Street in Wodonga last Wednesday while disqualified, and at Glenrowan and Benalla the following day.
Police allege he reached a speed of 197km/h on the Hume at Benalla.
He allegedly drove a car near the vicinity of two Wodonga detectives on Saturday and collided with a police car.
It's alleged Orcher dealt with $16,550 in cash believed to be the proceeds of crime in Wodonga about the time of his arrest, had a gram of ice on him and possessed LSD.
He allegedly had a gun at Baranduda and ice on the same day, and trafficked the drug in the days before his arrest.
