Police spoke to the man at the Wodonga Place checkpoint about 10.15am on Thursday.
They tried to explain the process for applying a permit to enter NSW, but he appeared to be agitated.
A witness said the man was led by three officers to a nearby bus stop.
A bus arrived at the stop, but the man refused to get back on board.
After being taken back to the checkpoint, the masked man made a low speed run across the nearby umpire's training ground, much to the amusement of police.
The man only made it 70 metres towards town before an officer jogged over and stopped him near the goalposts.
He was again taken to the checkpoint, where he pleaded his case, and at times shouted at police.
