Michael O'Brien told media in Melbourne on Wednesday that within the reset 50-kilometre border bubble those on both sides should have the same freedoms.
"What I'd like to call on the Premier (Daniel Andrews) to do is to look at having those border conditions, within the bubbles, have the same level of restrictions," Mr O'Brien said.
IN OTHER NEWS:
"It doesn't seem to make a lot of sense that Victorians in Wodonga for example can't leave their homes to visit family if they're in Albury, despite the fact they can go to work in Albury.
"I think that within these border bubbles there's a strong case to be made for regularising the level of restrictions."
"Let's treat these border communities the same, that make's sense."
Under Victoria's stage three restrictions, those living in the North East can only travel for four reasons - to shop for food and necessities, provide care or to seek medical treatment, to exercise and to work or study.
They were introduced on August 5 and were expected to be reviewed after six weeks.
When the NSW-Victorian border was closed on July 8 and everyday movement was acceptable for locals travelling across the Murray River there was no difference between the states' lifestyle regulations for those in Wodonga or Albury.
