Benalla Rural City and Alpine Shire mayors Danny Claridge and Peter Roper aren't happy with the new map and say there has been "no consultation" with the communities impacted.
"We are pretty crappy about it to tell you the truth," Cr Claridge said.
"I can't understand how they have drawn their boundaries.
IN OTHER NEWS:
"There are areas in there that appear to be a lot further away from the river than what Benalla is and they are included and we aren't.
"There is a gap between Goomalibee and Winton that Benalla sits in there."
Cr Roper said it made no sense as to why towns including Bright and Mount Beauty weren't included.
"Why is Myrrhee in and the Kiewa Valley out?" he said.
"My biggest concern is the school children - we have plenty of school kids in these valleys who travel to Albury to school."
