Hallinan joins 2007 premiership hero Craig Bosley at the helm with the pair signing a two-year deal.
The super fit Hallinan has proven himself among the premier midfielders in the competition since joining the Lions in 2016.
Hallinan said he was considering following former teammates Jye Shields and his brother, Tim, to Wodonga Raiders before Lions officials offered him the co-coaching position.
"I have travelled from Melbourne every season that I have been at Culcairn," Hallinan said.
"But I recently relocated back here which led to the opportunity to co-coach.
"I was considering having a crack at the O&M.
"But I have loved my time at Culcairn and have a burning ambition to win a flag out there.
"We made the preliminary final in 2017 and again last year which only makes you hungrier for the ultimate success."

Hallinan and Bosley have already re-signed 90 per cent of the list including high-profile recruit Adam Prior.
Prior booted 103 goals for the Lions last year.
Versatile tall James Pitson, Ben Gould and Zach Mona are also among the re-signings.
"Most of the list has recommitted which is a promising start," Hallinan said.
Hallinan said some bigger bodied recruits were high on the recruiting wish list.
"We have been working hard to firstly retain our list," he said.
"We are keen to lure a few former players back to the club as well.
"We probably lack a few big bodied players, so that will be a recruiting priority."
Hallinan, who is a fitness fanatic, said he would be encouraging the group to train once or twice a week in the lead-up to the pre-season.
"After not playing this year it will be nice to catch up with the boys and start doing a bit now," he said.
"Whether that be going to the gym, going for a run or whatever.
"Not only for the fitness benefits but also to help build the camaraderie."
Bosley said Hallinan was one of the most passionate footballers he had met.
"When Culcairn approached me about appointing co-coaches it really appealed to me," Bosley said.
"Dane's enthusiasm for football and to be the best player he possibly can is infectious.
"I rate him as one of the best midfielders in the competition.
"Dane is not only highly-rated by the playing group but is one of the favourites with supporters.
"So appointing co-coaches was a no-brainer really."
