Wodonga Solar revealed plans for the 80,000 panel project two years ago, but Wodonga Council has terminated a heads of agreement which included the sale of land for $3.5 million with the land to be put on the open market.

The solar plan was going to be built on the corner of Tom Tanners Road and Eames Road, and Lady Franklin Road at Barnawartha North.

Council chief executive Mark Dixon explained Wodonga Solar was unable to secure a grid connection.

"They don't know how long that grid connection will take and without any real target date set they sought an extension of the heads of agreement," he said.

"But we feel there is a lot of risk associated with that.

"We also think because we can't have a determined extension around any fixed date we believe the terms of the heads of agreement has been breached."
