The pair recently informed Bushranger officials of their decision despite not having coached a match.
They replaced Shaun Pritchard over the summer.
Surrey said increasing commitments with his building business plus raising a young family had led to his decision.
"I'm stepping down and Jay is hopeful he can as well depending on who is our replacement," Surrey said.
"I love coaching but being a self-employed builder with a young family I haven't got much spare time on my hands.
"I'm also trying to build myself a new house while juggling the rest of my responsibilities.
"With coaching if you can't give it 100 percent you can't expect to get the best out of the playing group.
"I still intend to stick around and play if I'm wanted.
"Hopefully I can play a role and we can make further inroads up the ladder."

The Bushrangers finished ninth last season after winning five of their last seven matches.
Surrey only played a handful of matches the past two seasons after being hampered by a foot ligament injury.
The 33-year-old said he was unsure whether he had recovered fully from the injury.
"I didn't miss a beat over the pre-season but it is still a bit of an unknown until I actually string a few matches together," he said.
"As you know it is a lot different training compared to actually playing where there is a lot more intensity."
Surrey said his successor would boast a competitive list for next season.
"I was genuinely excited about what we could have achieved this year," he said.
"We signed a few recruits on the eve of the season and had a competitive list.
"Injuries always play a part but our depth was probably the best its been for several seasons.
"The numbers at training were also extremely good which hasn't happened up here for a while."
Thurgoona and Wodonga Saints are the other two clubs who will have new faces at the helm next season.
The Bulldogs recently appointed Kade Brown and Dan Cleary as co-coaches.
While the Saints have pinned their faith in Zack Plemming to lead the club next season.
