The working party has tinkered with its proposal following community feedback with Bullioh now in the mix to host matches if the merger went ahead.
Corryong and Cudgewa were originally slated for matches.
With the league under constant pressure to survive, a working party was appointed to provide an alternative for the region.
Cudgewa and Tumbarumba have strongly opposed the alternative while Bullioh believes it has been "left out" of the process.
Federal has been supportive of the amalgamation and Corryong is receiving a mixed response from its members.
Clubs have been asked to consider the report and prepare notices of motion which can be considered by clubs.
They will vote on September 28.
