Northern Victoria MP Jaclyn Symes told Parliament on Tuesday that the extra enforcement will coincide with regional areas moving to the third step of the roadmap from Thursday.

"This is a big step, a welcome step, for regional Victoria and we will be doing our very best to keep the numbers low so that these restrictions can continue to be eased as we move through our roadmap," she said.

"We will be making sure to enforce that movement between Melbourne and regional Victoria is limited to those with permitted reasons to venture outside of Melbourne.

"I know that that is something that many regional members in this house have had people raise with them as a concern, and that is something that the government will be addressing."

Wangaratta-based MP Tania Maxwell has been concerned that V/Line passengers were not being questioned at Southern Cross Station or Hume Freeway checkpoints to ensure they had valid reasons to travel.

Meanwhile, Wodonga-based MP Tim Quilty told the Parliament the coronavirus restrictions were continuing to impact the free movement and mental health of Victorians.

Ms Symes said under the public health directions, life could resume "in some kind of COVID normal".

"It will not be perfect and it will not be what it was like 12 months ago, but I know how adaptable country communities are and I know that they will be able to adjust to these new conditions," she said.
