Rutherglen Wine Centre pulled out of running the centre in July, following a rejected request for more council funding, so it will be taken over by Indigo Council.
Council officers recommended they apply for a new liquor licence to continue selling wine at the centre.
But councillors voted 4-2 at Tuesday's meeting to reject this move, and stay away from wine sales.
Cr Bernard Gaffney argued that councillors would be responsible for the sale of alcohol under the liquor licence.
"I have no interest in entering the booze industry, thank you," he said.
IN OTHER NEWS:
Indigo Council is above the state average for at-risk levels of drinking alcohol, and Cr Gaffney said he did not want to add to those statistics.
He was supported by councillors Sophie Price, James Trenery and Diane Shepheard.
Mayor Jenny O'Connor and Cr Barb Murdoch voted against the move to not apply for a liquor licence.
Cr Murdoch said she wanted to defer the decision.
"I'm not totally happy about doing this without consulting the winemakers. They may have a better proposition to help, because the wine is Rutherglen," she said.
"The winemakers provide huge employment in Rutherglen in support of sensible drinking."
