Yesterday five new cases were recorded - the first single-digit daily increase in more than three months.
On Sunday, 16 new cases and two deaths were recorded.
The 14-day rolling average in Melbourne has dropped to 18.2, and is 0.6 in regional Victoria.

Meanwhile, Victorian Premier Daniel Andrews has dismissed criticisms from Benambra MP Bill Tilley about the ongoing requirement to wear masks in certain settings in regional Victoria.
"I know they are not pleasant to wear, particularly if you wear glasses, it is challenging," Mr Andrews said.
"But really? Compared to people being locked in their homes and people needing machines to breathe, I reckon I can deal with some foggy glasses.
"I think Bill needs to have a look at the broadest context. It is significant benefit, low cost."
