There were just six cases of COVID-19 reported in Victoria with no fresh cases in regional Victoria in the last 24 hours.
Fifteen cases were reported the previous day.
Two people from Kilmore became infected when a close contact from the Chadstone cluster dined at the Oddfellows Cafe in Kilmore on September 30.
One of those infected was a waitress at the cafe and in response 177 cafe customers and their families are presently isolating awaiting test results.
Testing centres have been established in Kilmore and Benalla with the infected diner believed to have travelled onto Benalla.
The infected diner broke stage four lockdown rules by having a meal at the cafe rather than ordering take-away which is permitted.
The diner has not been fined to date by Victoria Police.
Premier Daniel Andrews said on Wednesday he was confident the Chadstone cluster was under control.
More than 200 people came forward for testing in Kilmore on Tuesday.
Meanwhile in NSW, the state's 12-day run of no cases of community transmission of COVID-19 is about to come to an end with three new cases, all in metropolitan Sydney, recorded after 8pm on Tuesday.
