Cupido has lodged paperwork to join the Phoenix and could line-up against Belvoir this weekend.
The former AFL footballer has remained in touch with New City since coaching the club in 2010 when it was promoted to provincial.
Cupido is a former Victorian under-17 and under-19 representative and played for Victorian Premier League club Fitzroy-Doncaster as a teenager.
He has also represented South Australia Country and will add some much-needed experience to the young New City line-up.
New City, who finished 10th with one win last season, will be captained by Zac Barrenechea and have recruited Shoaib Shaikh (Mooroopna), Cam Nottle (Greta).
Tarisai Musakanda (left mid-season) and Sam Grant (England) have departed Urana Road Oval.
In other matches this weekend, Albury face a danger game against Corowa, St Patrick's host North Albury, Tallangatta take on East Albury and Wodonga play Wodonga Raiders.
While Cupido has decided on his cricketing future, the much-traveled footballer is yet to finalise his winter plans.
Cupido has been approached by Hume, Ovens and King, Goulburn Valley and Riverina league clubs since departing Corowa-Rutherglen.
He was overlooked for the Roos' top job in favour of Peter German.
Cupido remains keen to coach.
