For the North East and regional Victoria the household bubble rule will be gone, people can now have two adults plus dependents visit a home once a day.
Hospitality businesses can increase their capacity to 70 people outside and 40 people inside.
Religious gatherings can have 20 people attend.
From November 1, under 18 indoor sports can resume, with a maximum of 20 people, this includes dance schools.

"Regional Victorians can be proud we have got the numbers low and we have kept them low," he said.
"That should be a point of pride for every regional Victorian.
"It is a deeply impressive thing."
Mr Andrews said there will be more checkpoints around Melbourne keeping them from coming to regional Victoria.
There are just seven active cases in regional Victoria.
