And for some Wodonga gym owners, the real impact is on people's mental health.
Outdoor fitness classes can be held in regional Victoria with 10 members and an instructor and while most businesses have been forced to constantly adapt to the rules, some remain closed with online the only option.
Urban Fitness HQ will finally have face-to-face classes as of Tuesday after months of holding Zoom sessions online.
And while owner Tammie Hasler said members have been supportive of the challenges, she is worried about the long-term impacts the closures have had on clients mental health.
"We have been trying to keep everyone trying to keep everyone motivated as possible to get us through," she said.
"It has been massive on mental health, every now and then I have been checking in, but a lot of people are struggling and doing Zoom classes just doesn't cut it for people.
IN OTHER NEWS:
"Exercise helps so much with all of that and we all just need each other to get you through and to keep up that interaction with other people."
Ms Hasler said they had planned for the news to not go their way.
"We decided that if the news didn't go the way we wanted it to, which we weren't holding our breath, that we would try and bring all the classes into the space we have outside the gym," she said.
"A lot of people are happy they can come and do some in person classes, despite everyone wanting to be back inside the gym, being outside and together in groups of 10 is the next step for us. The fitness industry has been practicing social distancing and being COVID safe since the beginning and it is just really frustrating that they won't let us back inside the gym.
"We are just lucky we have space in our carpark and out the front to use."
Fitness Australia said they were "devastated" gyms were left out of Sunday's announcement.
"Devastated is an understatement for how we are feeling from Dan Andrews announcement or lack thereof yesterday," a statement said on Monday.
"We have proved beyond doubt that gyms are not high risks places.
"Our advocacy work will not cease, this announcement serves as a reminder to be louder."
Other restrictions that were eased include libraries and toy libraries given the green light to open, with capacity limits.
The Wodonga Council told The Border Mail they are still working out details around opening the Wodonga library.
