Chris Pollard said he had to shut the cafe due to the outage at 11.30am.
"Initially, there was a planned outage on the sixth, so we knew about that, but it's gone off and on about three times," he said.
"It was out for three hours."
Power was restored about 3pm, with 2300 households in Wodonga alone part of the initial outage.

A hairdressing business in Leneva was also left without power, with the area also being affected on October 20.
Wodonga's CBD maintained power.
