And Victorian pubs need restrictions to be eased further in order to make ends meet.
Venues like The Blazing Stump Hotel are limited to 40 people inside, and one group of 10 will be all who can watch the footy in front of the big screen on Saturday night.
"The opening up of having 40 inside potentially sounds great, but we were hoping it would be 20," manager Michael Horsell said.
"We'll end up getting the 110 probably, but it does take away from the atmosphere.
"With the size of our venue, we have the ability to be able to run COVIDsafe.
"I think Wodonga businesses are singing from the same hymn chart - we're waiting for it to ease a little to let us compete."
Mr Horsell said with NSW pubs now able to accept 300 people, it was becoming harder for Wodonga to compete.
"Albury businesses are benefiting [with Wodonga people going over] and we're paying public holiday rates," he said.
"We're looking forward to the weekend, we'll get people down here, but we hoped we'd have more.
"We would hope within the next couple weeks, with regional down to 0.4 [new cases over 14 days], we can have more people."
The Star Hotel at Yackandandah was due to have its first live music since re-opening under step three of the Victorian government roadmap, but Friday's night session was postponed.
Manager Paddy Cautela said the poor weather affected plans and outdoor seating.
"We can only have 30 people inside and we can have 70 outside, but it's raining," he said.
"So we're ringing people saying, 'you might be sitting outside still, we might have to cancel'.

Mr Cautela said he was excited to have live music back at the Star, with forecasts looking better for performers booked on Saturday and Sunday.
"Having music back in these venues is key, it's what pubs like ours are about," he said.
"We've already had to postpone entertainment over the last two weeks.
"Things need to move forward - the industry needs to move forward."
