Stevenson, who played in a flag with Shepparton in 2018, has picked up former Bear juniors Damon Symes and Matt O'Kane.
Symes spent last season with Comben and has previously shown flashes of good form with Yarrawonga.
O'Kane has captained Strathmerton to a premiership.
Stevenson has a strong link to Tungamah after his father, Phil, coached the Bears to a flag in 1986.
He is also the nephew of Peter Stevenson who led the club in 1997-98.
The midfielder, who will take over from David Putamorsi and Terence Jones, has also played in Sydney.
Tungamah and Katandra were released from the Murray league last month with the Picola league to be a 15-team competition next season.
