The funding comes from $1 million the council received from the federal government's drought communities program and is intended to complete infrastructure and other drought relief projects.
Six groups received the largest individual grants of $20,000, with the rest given between $3638 and $18,850.
The recipients included Benalla Agricultural and Pastoral Society, which gained $20,000 for a multipurpose shelter upgrade, Benalla Aviation Museum and Men's Shed, $13,600 to secure the men's shed complex, and Boweya Community Incorporated, $15,000 for playground improvements.
Other successful applications came from Devenish Public Hall ($15,000), Goorambat Football Netball Club ($18,500) and Ride Avenue Preschool ($12,710).
Chief executive Dom Testoni said distributing the money to the community brought many benefits.
"All the applicant groups, and the individuals within those groups, do a mountain of work within our community and we thank them for the time and effort they put into that important contribution," Mr Testoni said.
"We are pleased to be able to fund these 24 projects, which represent a broad geographic spread across the municipality, different age brackets and project types.
"Having this funding with these community groups, which will largely be spent locally, will also play a role in helping the Benalla Rural City economy through these very tough and ongoing COVID-19 times."
