With the two remaining cases in regional areas, in Shepparton, recovering, there are no active cases outside of metropolitan Melbourne.
DHHS commander of testing and community engagement Jeroen Weimar said testing rates remained good in the regions.
"We've still seen a really strong performance ... across the entire state," he said.
"For every single positive case we've found in regional Victoria in the last two weeks - and there haven't been many of them, only three - 5951 tests have been done.
"Within the metro area, it's about one-and-a-half-thousand tests for every positive case.
"Every single negative result tells us something more."
Tests per confirmed case on the DHHS dashboard shows the number of tests completed against the number of confirmed cases in that area - the higher the number the better.
Across October 13 to October 26, there were 15,953 tests per confirmed case in regional Victoria and 4238 tests per confirmed case in metro Melbourne.

The testing rate (number of tests per 100,000 population) was 10,581 in Shepparton, which was the highest out of any local government area in Victoria in that period.
Moira Shire's testing rate of 3813 was better than the testing rates in 24 metropolitan local government areas, eight of which had positive COVID-19 cases.
