Usually Ms Dinsdale spends months designing and preparing for Halloween, but this year has been a last minute rush with the East Albury resident only deciding the festivities would go ahead three weeks ago
"A lot people still very cautious and very wary about it all," she said.
"But we all need a bit of light laughter and good times, especially for children who have really found it tough.
"It's about bringing fun back to stale year."
Halloween will certainly be different this year, with NSW Health and Victoria's Department of Health and Human Services both releasing guidelines to ensure residents are COVID-safe.
Restrictions differ on each side of the border.

In Victoria, face masks must be worn outside the house and DHHS has clarified character masks are not an acceptable substitute.
In both Victorian and NSW trick-or-treaters have been advised to stay 1.5 metres away from people they do not live with, and avoid hugs and kisses as greetings.
Door-to-door trick-or-treating is prohibited in Victoria and heavily advised against in NSW, but going yard-to-yard is okay.
NSW residents can only have 20 people on a property and NSW Health has advised trick-or-treaters to stay in their local area and avoid 'treat streets' that attract crowds.
People giving out lollies to trick-or-treaters must not use communal bowls and all items should be individuals wrapped.
Residents with any symptoms of COVID-19 have been asked to stay home and get tested.
People who are self-isolating or symptomatic should not answer the door to trick-or-treaters.
Ms Dinsdale has individually bagged 20 kilograms of lollies and instead of handing them out, they'll be placed on a table with hand sanitiser for children to collect.
She is also not allowing trick-or-treaters into the yard.
Last year 150 children visited Ms Dinsdale's home, but this year she has no clue how many will stop by the Addams Family display she and her neighbours have created.
