As lines stretched back to the start of the Lincoln Causeway around midday on Friday, Mr Saliba videoed the ambulances with lights activated, but not sirens, attempting to get through.
"It took MANY minutes for the ambulance to weave its way through the barrage of cars that stood in its way - all because (as we understand it) there have been "staffing issues" at border crossings," he said in a Facebook post.
"Whilst the police are doing a great job, it's just not enough.
"We're so saddened to see this - not only for the people inside the ambulance - but also thinking about all the small business owners, who have suffered immensely from these border-crossing issues (of which we are certainly in that category).
"We're emploring [sic] with the government to look at this situation and rectify it - not only for the businesses who have faced economic hardship - but also for those who are in dire need to regain some semblance of normal life again.
"If you can't rely on an ambulance to get you where you need to go fast, well then, what can you rely on?"
