Victorian Premier Daniel Andrews welcomed the news that NSW would open their border with his state and said the announcement proved there was confidence in Victoria.
"The Premier of NSW would not be opening her border if she didn't have confidence in firstly, the public health response and the people in Victoria to stay the course to see this thing off," he said.
"This is very good news, not just for those who live close to the border, but for every Victorian.
"But I urge Victorians to not go and holiday in Sydney if you don't have to.
"Of course, yes, this means you will be able to be with family across the border at Christmas."

Member for Albury Justin Clancy has welcomed news the NSW Victorian border will reopen, but said there will be ongoing traumas for many in the community.
He said the border community has been "thrust into the front line of defence for several months".
"The announcement from the Premier today is very much welcomed," he said.
"This has been a challenging time for our community on both sides of the border, for employers, for all who have struggled with work, health, schooling and childcare decisions."
Mr Clancy said the opening of the border cannot come soon enough and the final few weeks will be a challenge.
"There will be ongoing traumas for many of our community and in particular those in tourism businesses and I recognise their need for our support," he said.
"I want to take this opportunity to thank all those involved - our NSW Police, the ADF, Service NSW for their work, and again our community for the way they have responded to the Police and ADF Operation."
Mr Clancy also thanked the community for their patience and good grace under pressure.
"Remember to take care of your family and your community, as we are entering a new phase of fighting the spread of the virus, with no vaccine yet at hand," he said.
"Keep up your good practices, of sanitising, maintaining social distancing and getting tested.
"This is a time for our families and community to reunite as we prepare for Christmas."

NSW Premier Gladys Berejiklian has announced the NSW government will be opening the border to Victoria on November 23.
She said there would be free movement between NSW and Victoria from 12.01am November 23.
Ms Berejiklian said the move would free up police to be deployed elsewhere where needed.
She said it would make NSW the only state or territory in Australia open to all residents.

Ms Berejiklian said the decision comes after consultation with health authorities and the federal government.
Deputy Premier John Barilaro said the past few months have been very tough for border communities.
"It was only possible because of those communities doing the right thing," he said.
Mr Barilaro said the reopening was a reward for border communities.
"Today is a great announcement for regional NSW," he said.
Ms Berejiklian said the opening would happen even in an outbreak occurred in Victoria.
She said unless "something extraordinary" happens she does not foresee the date changing.
"We known that once you ease restrictions you're likely to get cases but it's how you manage those cases," she said.
"As long as the state demonstrated how to manage those cases we are okay with that because we've been through that ourselves."

Hopes are high on the border that NSW Premier Gladys Berejiklian will announce an open date for the NSW-Victorian border sometime today.
Earlier this week, Ms Berejiklian said the November 9 reopening of Melbourne to regional Victoria does not result in increased virus cases the border would open in 'weeks not months'.
"We're talking weeks not months in terms of when the Victorian border may come down, but that again is based on health advice," she told reporters on Monday.
"I wouldn't be surprised if we moved more quickly against Victoria than Queensland did against us."
When asked if an announcement would be made this week, Ms Berejiklian said, "Potentially yes".
The Daily Telegraph and Seven News are both reporting that the Premier is expecting to make an announcement today.
Victoria has recorded it's fifth consecutive day with no new cases.
